New Philadelphia will be celebrating to 202 anniversary of Free Frank McWorter purchasing his own freedom from slavery. We will do this at the site of the town of New Philadelphia which Free Frank platted and registered in 1836. This was the first town platted and registered by an African American in the United States. Retired Brig. Genera, Donald L Scott will do the key note address.
